4.2 Quality assurance. When the solicitation, contract, or purchase order requires that product quality or acceptability or both be determined, the Processed Products Branch (PPB), Fruit and Vegetable Division, Agricultural Marketing Service, U.S. Department of Agriculture, shall be certifying activity. The pasta with vegetables in tomato sauce shall be examined or analyzed or both in accordance with applicable provisions in the CID, and when applicable, the United States Standards for Condition of Food Containers.
5. PACKAGING
5.1 Preservation, packaging, packing, marking, labeling, and marking. The pasta with vegetables in tomato sauce shall be preserved, packaged, packed, labeled, and case marked in accordance with good commercial practice. Commercial labeling and packaging, as may be augmented by the solicitation, contract, or purchase order, shall be acceptable. Vendors are permitted to place the kosher and halal certification symbol(s) and/or markings on individual packages and shipping containers. The symbol(s) and/or markings attest to compliance with applicable dietary (kosher and halal) laws. Shipping containers shall comply with the National Motor Freight Classification or Uniform Freight Classification, as applicable.
6. FOR DEPARTMENT OF DEFENSE PROCUREMENTS
6.1 The following tests and examinations are applicable to Department of Defense procurements of Operational Rations. Sampling shall be in accordance with MIL-STD-105. Sampling Procedures and Tables for Inspections by Attributes.
6.2 First article. When the solicitation, contract, or purchase order requires a first article, it shall be inspected in accordance with the quality assurance provisions of this document and evaluated for overall appearance and palatability. Any failure to conform to the quality assurance provisions of this document or any appearance or palatability failure shall be cause for rejection of the first article.
6.3 Preservation, packing, labeling, and marking. The pasta with vegetables in tomato sauce shall be filled and sealed into a heat sealable flexible pouch, thermoprocessed, unit packed into paperboard cartons, and packed for shipment in accordance with Class 2 of MIL-P-44073, Packaging and Thermoprocessing of Foods in Flexible Pouches. Labeling of pouches, marking of paperboard cartons, and marking of shipping containers shall be in accordance with MIL-P-44073. Inspection of filled and sealed pouches, paperboard cartons, and shipping containers shall be in accordance with the quality assurance provisions of MIL-P-44073.
