B. Finished product description.
At standard dilution, concentrated liquid and powdered milk-based infant formulas shall have the same salient characteristics as milk-based ready-to feed infant formula. All classes of Infant formulas shall have a minimum of one year shelf life after date of packaging.
Cans of milk-based Infant formulas shall be free of excessive dents and distortions, free of rust and other evidence of improper storage. Unless otherwise specified, the age of product at time of shipment shall not exceed 30 days after packaging.
All classes of infant formulas shall, at standard dilution, supply not less than 20 kilocalories (20 Kcal) per fluid ounce.
Class 1: Ready-to-feed infant formula is product ready to use from the primary container. It shall have a normal characteristics taste and odor, free from rancidity and other undesirable tastes and odors. It shall be of medium viscosity with a uniform consistency and appearance. It shall posses a natural white to light cream color. The product shall be smooth and free from fat or protein separation, lumps, clots, gel formation, coarse milk solids precipitate or sedimentation, and extraneous material.
Ready-to-feed infant formula shall contain not more than 88.0 percent moisture by weight. It shall be a commercially sterile product.
Class 2: Concentrated liquid infant formula shall contain not more than 75.0 percent moisture by weight. Standard dilution for this product is equal parts of concentrated liquid infant formula and water. The concentrated liquid infant formula shall be a commercially sterile product.
Class 3: Powder infant formula shall contain not more than 3.0 percent moisture by weight. Powder infant formula shall be of suitable particle size and solubility such that it will readily disperse in warm water. Standard dilution of powder formula is one level scoop of powder for each two fluid ounces of water. It shall contain not more than 15.0 mg scorched particles when compared to the United States Scorched Particle Standards for Dry Milks (7 CFR 58.2676). The microbiological determination of milk-based powder infant formula shall be in accordance with the methods outlined in the Methods of Laboratory Analysis (DA Instruction 918-38) currently in effect on the date of solicitation. Upon microbiological analysis, the powder infant formula shall not exceed the following values:
Standard Plate Count- Not more than 500 per gram
Coliform- Not more than 10 per gram
Salmonella- Negative
Coagulase Positive Staphylococci- Negative
